- you already have a completed EnerGuide or ERS report
- you already have contractor quotes
- the main job is decision support, not another default evaluation
- you want help deciding whether more evaluation is materially necessary

- the file is already active
- you need help with revisions, deliverables, scheduling, invoices, or project follow-up
- the project should be treated as support work, not brand-new intake
